Matched by the NAIC code Kansas prints, or by legal name after standard abbreviations are expanded, only when exactly one company matches. Each state measures complaints differently, so compare companies within a state, not across states. With one or two complaints an index or ratio can swing a lot.

How to read the Texas complaint index

The Texas Department of Insurance divides a company's share of confirmed complaints for a line of insurance by its share of policies in force for that line. The average is 1.00. Below 1 means fewer confirmed complaints than average for the company's size, above 1 means more. For small companies one or two complaints can move the index a lot, so ranking tables here include only companies with at least 10,000 policies.

How to read the New York ranking

The Department of Financial Services ranks auto insurers by upheld complaints per million dollars of premiums over a two-year period. A complaint is upheld when DFS agrees with the consumer that the insurer made an inappropriate decision. DFS notes that "only one or two additional upheld complaints per year can have a significant impact on a smaller insurer" and that because every auto insurer is ranked, "some must be at the bottom of each year's list even if every company is performing well." The ranking includes only complaints received by DFS.

How to read the Indiana complaint index

The Indiana Department of Insurance divides a company's share of complaints by its share of Indiana premiums for the line. 1.00 is average, below 1 means fewer complaints than its size would suggest. Indiana lists only companies with at least one complaint and does not calculate an index (marked DNC) for companies with under $1 million of premiums.

How to read the California complaint study

The California Department of Insurance ranks large insurers by justified complaints per 100,000 earned exposures (auto and homeowners) or per 100,000 mean policies in force (individual life). CDI counts a complaint as justified under the definitions in California Insurance Code section 12921.1. The study covers the top 50 companies in each line and counts complaints closed in each year.

How to read the Illinois complaint ratio

The Illinois Department of Insurance lists companies with 5 or more complaints in a line (3 or more for annuities in 2025). For auto and homeowners the ratio is complaints per $1 million of Illinois direct earned premium. For life and health it is complaints per 10,000 policies in force, and for annuities per 10,000 certificates in force. Illinois changed how it counts complaints in 2023 and says "caution should be exercised when comparing complaint counts to prior years".

How to read the Kansas complaint index

The Kansas Insurance Department describes the index as a company's share of complaints "in relation to its market share or share of business written in Kansas". An index of 1.00 means its share of complaints equals its share of the business, and 0.00 means no complaints were received, although a very small index can also round to 0.00. Kansas counts closed complaints and lists its largest writers in each line plus companies with many complaints, not every insurer. Kansas renamed some tables over time, for example "Accident & Health" became "Health" and "Homeowners" became "Homeowners & Renters" in 2023. Life and annuity tables cover individual policies.

How to read the Oregon complaint index

The Oregon Division of Financial Regulation lists every company with Oregon premium in a line, including companies with no complaints, with total and confirmed complaints opened in the year. Oregon's files do not define the complaint index. Recomputing it closely matches (within 3%) a company's share of confirmed complaints divided by its share of premium in the table, so 1.00 is average and 0 means no confirmed complaints. A few companies report negative premium, which can produce a negative or extreme index. We show these as published. For small companies one or two complaints move the index a lot.

Figures are for this legal company only. An insurance group may sell through several companies, each with its own record.
